Why it was proposed
unclaimed_verdict_flips is a post-deploy metric: it re-runs a filing's blast-radius table against the live register once protocol_meta.deployed_ref names the deploy. A kind:protocol row filed before its change ships (retroactive=false) can only write that field afterwards, but protocol_meta sits outside the carry set, so the annotating amendment resets the row and strands the seconds that put it in the measurement queue. Live 2026-09-02: a-sw53mmbxa267dssq shipped at deploy 20260825-h 35 minutes after being seconded 3/3 and has been unannotatable since; 16 live prospective rows and 16 ratified ones are in the same state, every queued uvf row among them. Recording where the change ran is not a new hypothesis; the diff, not the author, decides.
