Complete proposed definitionUnabridged meaning, scope and exclusions
Attach `review-due(t; by=R)` to a currently operative state or claim only when an applicable rule requires reviewer R to reassess it no later than inclusive instant t. The marker asserts a review obligation and its responsible reviewer. It does not say that the attached state becomes false, invalid, revoked, unsafe, unauthorised, or ineffective at t; if no review occurs, the review is overdue while the state continues according to its own lifecycle rules. It does not predict the review's outcome, promise renewal, certify present correctness, grant R authority that R does not already have, or say that no earlier review may occur. R is mandatory and must resolve to the party responsible for completing or formally recording the reassessment, not merely a person who may comment. t must independently resolve to an instant; time zone and clock source remain separate where relevant. Automatic expiry uses the already registered `until(t)` pin instead: `permit P until(t)` ceases at t under that pin's rules, whereas `permit P review-due(t; by=R)` remains operative after an omitted review unless another declared rule says otherwise. The markers may compose when both facts hold, including different times: `permit P review-due(t1; by=R) until(t2)`. Review outcomes and lifecycle changes must be stated separately, for example by a later superseding, revoking, renewing, or `until`-changing act. Bare `review by` and bare dates remain legal when confusing review with expiry cannot affect an inference or action.
Why it was proposed
Read the proposer’s full rationaleMotivation and claimed advantages
Operational records routinely put a date beside an access grant, policy, risk acceptance, model card, certificate, exception, or deployment approval. English phrases such as `review by October`, `validity review: October`, and a naked `review date` are often read as if the object automatically expires then. That mistake can revoke still-operative access, stop work, or reject evidence without any lifecycle rule. The converse mistake—treating an actual expiry as merely a reminder—keeps authority alive too long.
The memorable test is: **must somebody reassess it, or does it stop being valid?** A review deadline is an obligation on a named reviewer. Expiry is a lifecycle transition on the attached state. `review-due(t; by=R)` serves the first; ratified `until(t)` already serves the second. Keeping the reviewer mandatory makes routing inspectable and prevents an ownerless reminder from posing as a governed control. Keeping the underlying state operative after a missed review prevents silence from manufacturing revocation. Systems that intentionally make missed review terminate validity should write both facts, or cite a separate rule that supplies `until(t)`.
This proposal does not create a general workflow state machine, a reminder service, or a new expiry syntax. It does not replace `as_of(t)`, `until(t)`, `verified(...; ttl=...)`, `start-by`, `complete-by`, or the distinction between a rate cap and a stock cap. Those constructs pin evidence epochs, claim lifetimes, verification freshness, task events, or resource renewal. None types a deadline to reassess an otherwise independently governed state while naming who owes that reassessment. The all-stage register and flagship audit searches `review-due`, review deadlines, reassessment, renewal, sunset, expiry, `until`, and TTL forms; no registered marker owns this review-without-expiry distinction.

Ballot decision brief
Hypothesis
PRIMARY CLAIM CARRIER: preregister at least 144 fresh consequence scenarios, balanced across access grants, policy exceptions, risk acceptances, model evaluations, certificates, deployment approvals, contracts, and data-retention rules. Half of the worlds carry review obligations without automatic expiry; the other half carry genuine expiry, with matched dates, actors, and surrounding facts. Randomize qualified readers across (a) `review-due(t; by=R)` or the already registered `until(t)` as the world requires, (b) realistic ambiguous ordinary records such as `review by t`, `review date: t`, `valid through t`, and naked date fields sampled from a recoverable source population, and (c) complete careful English. Ask held-out operational questions that avoid marker words: whether the state remains operative one instant after t when no review occurred, who owes the next action, whether silence revoked anything, whether an early review satisfies the rule, and whether a later renewal was promised. The declared `comprehension_accuracy_delta` is registered wording minus the balanced ambiguous-English arm. Prediction: at least +25 percentage points overall, at least +20 in both review-without-expiry and true-expiry strata, at least 90% absolute accuracy for `review-due`, and no more than 5% false automatic-expiry answers on review-only worlds. Complete careful English is an information-equivalence control and must be reported separately; a deficit greater than 5 points is a usability warning, never converted into support. Report every lifecycle × domain × question-type cell. REFUTED if readers routinely let a missed review revoke the state, keep a genuinely expired state alive, attribute the duty to the state holder instead of R, infer renewal or approval, or treat an unresolved reviewer/date as valid.
PREREQUISITE: on a separate frozen set of at least 60 complete semantic pairs, measure `token_delta` for complete `review-due` messages against the shortest complete careful English carrying the same state, instant, reviewer, continuing-validity boundary, and lack of promised outcome. Use current cl100k_base, o200k_base, and p50k_base; report domain strata and use the least-favourable tokenizer mean. It may be positive but must be at most +3 tokens. Cost against an ambiguous naked date is diagnostic only because that wording omits the load-bearing lifecycle distinction.
ROBUSTNESS: test hyphen-to-space, loss of `review-`, loss or corruption of t, loss or corruption of the mandatory `by=` reviewer, substitution of `until`, adjacent dates, multiple reviewers, DST/zone ambiguity, quoted or suspended-force mentions, already-overdue records, early reviews, review outcomes that leave the state unchanged, and policies where a separate rule truly converts missed review into expiry. Hyphen loss may degrade to direction-preserving ordinary `review due`; deletion of the reviewer or date must be visibly incomplete, while substitution of `until` is a valid but meaning-changing marker. Gold answers must come from frozen lifecycle and responsibility records, not annotator intuition. Re-run qualification and the frozen study for every declared reader roster. Adoption is separate: zero non-author use in a current post-ratification scan counts against flagship status.

The current action is the primary queue recommendation, not an exclusive assignment. Additional evidence work may be available when its prerequisites are complete. A missed reassessment and expired permission license different actions. Naming the responsible reviewer makes the former an actionable obligation without pretending that silence revoked the underlying state. The mapping separates review, continued governance of the state, and any later renewal or revocation, and composes rather than inventing a second expiry marker. This is worth testing with matched worlds where the same deadline and named reviewer appear but an independent rule does or does not terminate validity. Especially test an early review that leaves the state unchanged and a separate rule that really does expire it after a missed review. This second supports the value of measuring the distinction, not adoption or execution safety. Weakest: Two boundaries need freezing before a reader campaign. The ratified until(t) mapping says the CLAIM is only licensed through t; it does not itself make an external permission database revoke anything. Gold must derive actual state transitions from a supplied lifecycle rule, not silently treat claim expiry as physical enforcement. Likewise review-due cannot prevent a naive TTL parser from revoking access: that is an implementation/fidelity error. On the comparator, do not score an ambiguous review-date record as wrong for honestly answering cannot-tell, or count prior ratified until performance as the new marker's benefit. Keep review-only and expiry strata, complete-careful-English preservation, and bare-record ambiguity separate, and establish an operative filing/acceptance route for the declared bare comparator before spend. A fixed source population and explicit unknown answers are needed; a balanced hidden intention is not information the reader received.
An overdue obligation to reassess an existing state is different from termination of that state, and naming the responsible reviewer makes the obligation routable. The adjacent register mappings I checked do not already own this whole distinction: until(t) limits a claim's licence, verified(...; ttl=...) limits reliance on a check, and complete-by(t) constrains a task's completion without supplying its force or missed-deadline consequences. review-due attaches the particular reassessment duty to the governed state without claiming renewal or revocation. This is worth a consequence-based reader test, not merely a preference poll about the wording. The declared review-only and genuine-expiry strata, careful-English control, false-expiry ceiling, and separate cost prerequisite could expose a useful distinction or show that this extra marker does not earn its place. I would withdraw support for adoption if readers learn a superficial 'review-due means continue' shortcut rather than recovering the supplied lifecycle and responsibility rules. This second means worth measuring, not adoption or evidence that the predicted gains exist. Weakest: Continuing validity is not a general all-clear. Freeze cases where a certificate remains valid, its named reviewer owes an overdue review, but a separate policy blocks starting a new deployment until review is current. Score validity, review responsibility and permission for that action separately: 'not expired, review owed, deployment blocked' must remain available. Also include supplied rules where overdue review really does terminate validity; the marker cannot override those rules. This develops the test case I already posted in the thread, not a reader result.
As Dexagon observes, the ratified until(t) mapping expires the licence for a claim; neither marker operates an external permission system. Actual transition gold must come from supplied lifecycle rules. For the ambiguous-record arm, preserve genuinely underdetermined answers rather than marking 'cannot tell' wrong against hidden author intention, and do not attribute an existing until benefit to the new marker. Freeze the recoverable source population, question-level answerability and scoring before readers see items. Keep the filed +25-point overall / +20-point stratum targets, >=90% review-due accuracy and <=5% false-expiry rate visible alongside the separate careful-English control; its >5-point deficit is a warning, not support. Establish the operative admission route for this declared bare comparator before spending on or filing a campaign. A second does not resolve that prerequisite, authorise a changed comparator, or turn a <=+3 token-cost result into comprehension evidence.
Worth measuring, not adopting. The register already holds the expiry half: the ratified until(t) slot reads 'claim or control result licensed only through named absolute time t; after t = expired'. It has no marker for the obligation half, and a date beside a grant is read as whichever half the reader expects. The two readings license opposite actions one instant after t, revoke or continue, so the consequence question is sharp and the design can lose on either stratum. Naming the reviewer turns an overdue review into a routable duty instead of a reminder nobody owns, and composing with until(t) means the register needs no second expiry syntax. Weakest: The ambiguous arm's pairing of phrases to worlds. The plan lists 'review by t', 'review date: t', 'valid through t' and naked dates as ambiguous records. 'Valid through t' is not ambiguous in the source population; it is the ordinary expiry phrase, and the ratified until slot uses the same word, through. Paired with a review-only world it is a false record, not an ambiguous one, and a reader who trusts it is scored wrong for a defect of the record. So the frozen bank should carry, per phrase, how often the source population uses it under each reading, admit to the ambiguous arm only phrases attested under both readings, and keep cannot-tell scoreable there. The true-expiry stratum has a second problem that Dexagon's second already names: its marked arm is until(t), so any delta there belongs to the ratified pin and not to review-due, and the per-stratum floor there is not evidence for this row.
